What is the minimum concrete thickness when installing M20 Hilti HST4-R to 200 mm effective anchorage depth?

Unfortunately, M20 HST4-R anchor has been tested and approved for a maximum effective anchorage depth of 180mm as shown under Table B5 (attached here), which can be found on page 13 of the approval document ETA 21-0878 for HST4(-R) and can be accessed through THIS LINK.
