Site proof testing of HILTI Anchors

I have specified HILTI anchors in my current project, which was peer reviewed. One of the comments raised was site proof testing. Can HILTI do this test? Is there is a generic or nominal proof load test to specify for shear-dominated anchors, noting that the test does directly demonstrate the design shear capacity? Is there any other method to confirm compliance without doing pull out test for shear-dominated anchors?
