In recent designs, enabling the filling of the annular gap has not increased the shear resistance of the anchors but rather has decreased them. What is the philosophy behind this?

The options to fill the annular gap in PROFIS Engineering can bring about a few changes in how the calculations are performed. It does depend on the exact design layout and loads you have in your model but as a simplification of what happens, it can either satisfy a provision in AS5216 to allow certain load combinations for layouts and restraints of edge distances or it will change the design method entirely, to utilise an extended design method to accommodate layouts that is not covered in AS5216.
