I inspected a ceiling where these had been used on 1200x1200 grid, based on the load capacity, they seem to be overloaded (based on the grid weight, plaster & service load). They also look like they have not been installed correctly (alot of them had spalled concrete around them and the nail had not compressed the clear washer)

From what I understood from your email, I believe there are many factors that have to be considered to determine if the installation was done properly.
The X-CC-U27 (click here for more information X-CC U Ceiling clip with nail - Fasteners - Hilti Australia) is a ceiling clip with pre-mounted nails that are recommended to be installed with Hilti's DX range of guns. Each type of gun requires its own type of cartridges (titanium for DX6, Yellow or red for DX5, DX460 etc). With this in mind, it would be relevant to know the type of gun used with the cartridges to understand if the right tools were used with the energy output.
From an installation point of view, the length of the nail itself is 27mm under the nail-head. A right installation is when 22mm of this length is embedded into the concrete, which is guaranteed by choosing the right tool + cartridge system. Please refer to the attached image.
From a load point of view, as mentioned in the data sheet, each clip + nail allows for 0.3KN tension load resistance or about 30 kg.force.
