Bell shaped concrete hammer bit

Hi, I'm trying to remove the top locking washer from a TE-Y-GB so I can replace the underlying washers. I have removed the cir-clip and pin but the washer won't come off. Could you advise as to how to disassemble this? Thanks.

Thanks. I have managed to discover the 4 small ball bearings as part of the locking mechanism. But will contact them anyway.
