Can I use packers instead of grout when design stand-off anchors.
If it is substitutable, what are the installation requirements to make sure the system is equivalent to stand-off with grout.
For example, what is the maximum/minimum distance between anchor and packers. Is it necessary to put packers all around the anchor?

Thank you for your question. Unfortunately we cannot say the use of packers will perform or be considered to be working the same as when using stand-off with a grout layer.
The strength of the packer material is unknown and whether the restraint level can be considered as equal is something that isn't mentioned in our code AS5216.
It would be up to your engineering judgement however I'd also suggest referring to sections 4.2.2.3 and 4.2.2.4 from AS5216.
Of course if you are using PROFIS Engineering to carry out your design check, the conservative approach would be to assume stand-off without clamping.
